Help on 80's sound with reason

So I been working with reason 4 about to upgrade to 6. I wanted to know if any of you can re create this sound by Morris day and the time. It's the hissing sound in the music I found a you tube short.

It sound almost like white noise with a delay effect not sure can anyone help me out ?

It sounds like a shaker processed with a low pass filter then put through a flanger.

I'd look through your drumkits for a shaker with a long sustain or tail, then put it through the flanger.

otherwise the white noise would be pretty easy to create with a Subtractor, then stick that through the flanger.

Actually the low pass filter might be best applied after the flanger. Try different approaches and see...
