You could always setup your own forum website that's language specific.

A lot of web hosting plans include free (or inexpensive upgrade) forum, which are pretty easy to setup.

I think a Babel Forum is totally unnecessary. I am not voting though because I also think this poll is totally unnecessary, but I must admit I feel tempted to vote no when I see Nova123/9V/Myrnova/Neoxeon is still active and has voted yes. It looks like you can no longer post when you get vapourised but can still lurk the forums and participate in polls.

pushedbutton, I remember my last English lesson in the school: I said to my teacher that she doesn't know a shit about how to learn English & went from the class & slammed the door!

In the university on the 4th course I passed English exam for me & my mate!

Anyway it's unreal to learn some language at the school or at the university, it's real only if you really want it & really need it, so people shouldn't learn any language just so!

I believe sub sections for other languages than english are unnecessary. After all bad english is the most common language in the world. Wherever you go, unless its a desert or an ocean, you'll find someone every mile or so who speaks at least very bad english.
and as Jiggery pointed out, they even teach it at school in almost every country.
Also English is one of the easiest language to learn, which is why native english speakers sometimes have problems with other languages, because they're not used to abstract grammar.
