First thing I would try would be to uninstall, then reinstall the Balance drivers, reboot and try again. Hopefully that will take care of it.
There is a small but real chance that there may be a hardware fault somewhere. I had difficulty with my soundcard at first which was only fixed when I got a new motherboard (same mfr but different model than the original). It actually took several reinstallations of Windows plus hardware changes. Since then it has been flawless.
