You need to add them up to calculate true latency while monitoring. So a latency of 8in and 30out means a roundtrip of 38ms which is quite alot for a device with dedicated ASIO drivers. It's also a big difference between in and output if you ask me. You'll need to play around in the Reason preferences and select the lowest possible latency which works without cracking and hiccups. ASIO4ALL will in most cases give you a higher latency than dedicated ASIO drivers so you should only use them if everything else fails. So first suggestion is playing around with the Behringer ASIO driver to get the cracking out by raising the latency a bit there. If the latency gets too high you can try ASIO4ALL and see if it works better, which i doubt it will tho.
